Police Clearance Certificate for Gulf Nurses: Good Conduct vs Good Standing

You have a Certificate of Good Standing from your nursing council. You are told you also need a certificate of good conduct. It sounds like the same document under a different name, and a surprising number of nurses tick it off on that basis — then lose weeks at the visa stage, after the contract is signed and the resignation is already in.
They are not the same document. They are not issued by the same body, they are not read by the same gate, and only one of them has anything to do with nursing. This guide separates them, then covers the one that nobody explains: the police certificate.
Confirm the current requirements
Three documents, and the word “good” in all of them
Almost every mix-up in this area is one of these three being mistaken for another:

Which gate is actually asking
The Gulf journey has three gates and they are run by three different organisations that do not share document lists. Knowing which one is asking tells you what to order and, just as usefully, what not to.
- The regulator (DHA, DOH, MOHAP, SCFHS, QCHP, NHRA, OMSB, Kuwait MOH). This gate wants professional evidence: qualification, registration, experience, good standing, English, verified through DataFlow. The published nursing document lists ask for a Certificate of Good Standing, not a police certificate.
- The employer. A hospital's own credentialing and HR pack is not the regulator's list. Large government and quasi- government employers in Saudi Arabia and Qatar routinely ask for a police certificate as part of mobilisation, whether or not immigration has asked for one.
- Immigration (ICP and GDRFA in the UAE, the Saudi mission and Qiwa/Absher chain for Saudi Arabia, the employer-filed route and Qatar Visa Centres for Qatar). This is the gate the police certificate genuinely belongs to.
This is the same three-gate split that decides which of your documents need attestation, and for the same reason: nobody at gate one can tell you what gate three will want.
The UAE: “they scrapped that years ago” is out of date
Here is why the internet disagrees with itself on this. The UAE introduced a good-conduct requirement for new work permits on 4 February 2018 — from your home country and from any country you had lived in during the previous five years — and suspended it on 1 April 2018, less than two months later. Almost every forum answer, agency FAQ and blog post you will find dates from that window, and they all say the same comforting thing: you do not need one.
What ICP publishes today on its own visa-issuance service is narrower than a blanket rule and broader than nothing. Its required-documents list includes the line:

Everything hangs on that last clause. The requirement is not universal and it is not dead — it applies to categories that are announced, and the announcements have moved more than once during 2026, adding nationalities to the list for new employment and investor visa applications. Nurse-sending countries have been among them.
Why this guide does not print the list
Two practical consequences. First, if you are in scope, the certificate has to be attested — which means it travels the same legalisation road as your degree, and the UAE is not an Apostille Convention state, so for most sending countries that is the long chain, not one stamp. Second, this sits at the visa stage, not the licensing stage, so it does not delay your DHA file — it delays your arrival. Read it alongside the UAE work visa process.
Separately, the UAE issues its own police clearance certificate — through the Ministry of Interior and its app, and through Dubai Police in Dubai — covering your record inside the UAE. It is available both to people currently resident there and to people who have left, and it is what a future employer or a third country will ask you for after a UAE posting.
Saudi Arabia and Qatar
Saudi Arabia. Saudi missions have long published a police report as part of the employment-visa document set, typically one issued within the last six months and attested along with the rest of the pack. The exact list is set by the mission handling your country and by your employer, so treat both as the source. Qatar.Qatar's application is filed by your employer rather than by you — that is the defining feature of the QCHP route — and the pre-departure pack, including biometrics and the medical, is assembled through Qatar Visa Centres in several sending countries. A police certificate from home is commonly part of what the employer collects. Because the file is theirs, the honest answer is that your employer's HR is the authority on whether you need one and how it must be attested; MOI Qatar is where certificates issued in Qatar come from. Bahrain, Oman and Kuwait publish less about this at the applicant level, and in Bahrain's case you cannot even open a nursing file until a facility invites you — so the employer is, again, the first place to ask.
Who issues yours at home
A police certificate can only be issued by the country whose records it describes. These are the official routes for the largest nurse-sending countries in the Gulf corridor:

One India-specific note that catches nurses out: the MEA states a PCC is issued to Indian passport holders applying for residential status, employment, a long-term visa or immigration, and cannot be issued for travel on a tourist visa. If you are planning to fly in on a visit visa and sort the job out there, you cannot pre-load this document on that basis. That is separate from emigration clearance, which is its own requirement for ECR passport holders going to any of the six Gulf states — covered in the India guide.
The validity trap, and the order to do things in
Police certificates are short-lived by design — issuing bodies and the authorities that read them commonly work to a validity of three or six months from the date of issue. Attestation is slow. Put those two facts together and you get the single most expensive mistake in this area: ordering the certificate early, “to get it out of the way”, and having it expire in the middle of the legalisation chain.
- Do not order it first. It is not part of your licensing file. Nothing in DataFlow, the exam or your Sheryan application needs it.
- Order it once the offer is real — when the employer or the PRO tells you it is required — and ask them in the same message which date the receiving gate counts: date of issue, or date of the final attestation stamp. The answer changes when you should press start.
- Do the home-country half while you are still at home. Every stage after your own foreign ministry is easier from inside your own country, and this is the same lesson as certificate attestation.
- Keep the original. Police forces issue one; the attestation chain wants originals, and a re-issue means starting the clock again.
If you have already worked in the Gulf
This is the trap for experienced nurses, and it is worth more than the rest of this guide to the people it applies to. When a good-conduct requirement bites, it typically covers your home country and every country you have lived in recently— the UAE's 2018 version said the previous five years. A nurse moving Riyadh → Dubai, or Doha → Abu Dhabi, therefore needs a certificate from the Gulf country they are leaving, not just from home.
And the moment to get that is before you exit. While you are still resident, with a valid iqama or Emirates ID and a live account on the host country's government platform, it is an electronic service. After your residence permit is cancelled and you have flown home, the same document usually means an embassy, an agent and a wait.
Two nurses leaving Saudi Arabia
Both have four years at a Riyadh hospital and a signed Dubai offer. Both need a Saudi police certificate for the UAE file.
Nurse A requests the criminal record report through Absher in her last fortnight in the Kingdom, while her iqama is still valid, and starts the attestation on it before she flies.
Nurse B lands in Manila first and starts looking into it there. Her Absher access is gone with her iqama, so she is now applying through a Saudi mission abroad, on their timetable, with her Dubai start date already agreed.
Same document, same fee, entirely different month. Add it to the exit checklist in the final exit guide.
If your record is not clean
Short and factual, because this is a matter for a lawyer in your own country and for the authority reading the file, not for a study site:
- A certificate that shows something is not automatically a refusal. It is one input into a decision made by immigration and the employer, and the weight it carries depends on what it is and how long ago.
- Do not alter or buy a document. These certificates are issued with verification numbers and validation portals — the Nigeria Police Force publishes one specifically for checking whether a character certificate is genuine — and forgery of an official document is a criminal offence in every Gulf state, prosecuted seriously. Anything you gain is unwound the moment it is checked, and your nursing registration goes with it.
- If a matter is spent, dismissed or under appeal at home, the documentation that proves that is worth having ready and properly attested at the same time as the certificate itself.
- Take advice in the country that issued the record. Nobody in Dubai can tell you how your home jurisdiction will render it on paper.
The bottom line
- Good standing comes from your nursing council and belongs to the licensing file. Good conduct comes from the police and belongs to the visa file. Two documents, two gates, no overlap.
- The UAE requirement is neither universal nor abolished: ICP asks for a duly attested certificate of good conduct according to the announced categories, and those categories moved during 2026. Check whether yours is in scope on the day you need to know.
- In Saudi Arabia and Qatar, assume the employer will ask even where the published immigration list is quiet — and in Qatar the employer owns the file anyway.
- It is short-lived and it needs attesting. Order it when the offer is real, not when the licensing starts.
- Already in the Gulf? Get the host country's certificate before your residence permit is cancelled.

- Nigeria Police Force — the Police Character Certificate application and the certificate validation service.
- GOV.SA — Criminal Records Report and Absher — the Saudi electronic route, which is why this is a before-you-exit job.
- Ministry of Interior, Qatar — where a Qatar police clearance certificate is issued and its status checked.
Frequently asked questions
Is a certificate of good conduct the same as a Certificate of Good Standing?
No. A Certificate of Good Standing comes from your nursing council or regulator and says you are registered and not under disciplinary sanction — it belongs to your licensing file and your DataFlow verification. A certificate of good conduct, also called a police clearance certificate or PCC, comes from the police or home ministry of a country you have lived in and says whether you have a criminal record there — it belongs to the visa and employment stage. Different issuing body, different gate, and ordering one when you were asked for the other is a common and expensive mix-up.
Do UAE nurses still need a good conduct certificate for a work visa?
It depends on whether you fall inside the categories the UAE has announced, so neither "yes, everyone" nor "no, they scrapped it" is safe. The requirement was introduced for new work permits on 4 February 2018 and suspended on 1 April 2018, which is where the widely repeated "you don't need one" advice comes from. But ICP's own required-documents list for issuance of a visa asks for "a certificate of good conduct, duly attested as required, according to the announced categories", and those categories were extended more than once during 2026 for new employment and investor visa applications. Check with ICP or your employer's PRO whether your nationality is currently in scope, on the day you need the answer.
Does the DHA or another Gulf nursing regulator ask for a police clearance certificate?
The published nursing document lists ask for professional evidence — qualification, registration, experience, a Certificate of Good Standing, English — verified through DataFlow, not a criminal-record certificate. The police certificate is normally asked for at the immigration stage and, in practice, by employers during credentialing and mobilisation, which is very common with large government and quasi-government employers in Saudi Arabia and Qatar. It does not hold up your licensing file; it holds up your arrival.
When should you apply for a police clearance certificate?
Not at the start. It is not part of your licensing file, so nothing in DataFlow, the exam or your Sheryan application needs it. These certificates are short-lived — issuing bodies and receiving authorities commonly work to three or six months from the date of issue — and attestation is slow, so ordering early risks the certificate expiring inside the legalisation chain. Order it once the offer is real and the employer or PRO confirms it is required, and ask them at the same time which date the receiving gate counts: the date of issue or the date of the final attestation stamp.
I already work in Saudi Arabia and I am moving to the UAE. Do I need a Saudi police certificate too?
Very likely, because a good-conduct requirement typically covers your home country and every country you have lived in recently — the UAE's 2018 version specified the previous five years. Get it before you exit. While your iqama is still valid, the Saudi criminal record report is an electronic government service issued through Absher; after your residence permit is cancelled and you have flown home, the same document usually means applying through a Saudi mission abroad on their timetable. The same logic applies in reverse to a UAE certificate when you leave the Emirates.
Can an Indian nurse get a PCC for travelling to the Gulf on a visit visa?
Not on that basis. The Ministry of External Affairs states that a Police Clearance Certificate is issued to Indian passport holders who have applied for residential status, employment, a long-term visa or immigration, and that it cannot be issued for persons going abroad on a tourist visa. If your plan is to fly in on a visit visa and find the job there, you cannot pre-load this document. That is also separate from emigration clearance, which is its own requirement for ECR passport holders travelling to any of the six Gulf states.
