Saudi Nursing License from Egypt: SCFHS, Mosadaqa and the Apostille That Isn't Yours

Egypt has been supplying nurses to Saudi Arabia for longer than most of the other Gulf corridors have existed, and almost all of the English-language advice about it is borrowed — written for Indian or Filipino nurses and handed sideways. Most of what it borrows is harmless. One thing is not. The single most-repeated piece of “good news” about Saudi licensing since 2022 — Saudi Arabia joined the Apostille Convention, so one stamp is enough now — is true for an Indian or Filipino nurse and has no Egyptian version at all.
This guide covers the Saudi track and the Egyptian track in the order you meet them, is explicit about which claims are checkable and which you have to go and ask about, and spends most of its length on the documents, because that is where the Egypt-to-Saudi route differs from every guide you have already read.
Confirm the current position before you pay anyone
The apostille rule has two sides, and Egypt is not on one of them
The Hague Apostille Convention replaces a chain of consular stamps with a single certificate — but only between two contracting states. Both the country that issues the document and the country that receives it have to be parties. That second half is the part the recycled advice drops.
On the HCCH status table, the Convention entered into force for Saudi Arabia on 7 December 2022, for India on 14 July 2005 and for the Philippines on 14 May 2019. That is why those two corridors genuinely got shorter. Egypt is not listed as a contracting party. So there is no such thing as an apostille on an Egyptian degree, an Egyptian Ministry of Health practice permit or an Egyptian Nursing Syndicate certificate — not because Saudi Arabia refuses it, but because no Egyptian authority can issue one in the first place.
Egyptian public documents for use in Saudi Arabia therefore still take the ordinary legalisation road: authentication by the issuing body, then the Egyptian Ministry of Foreign Affairs, then the Saudi mission in Egypt. Confirm the current order and the exact counters with the Saudi Embassy in Cairo — the sequence is theirs to set, not an agent's to summarise.

The shortcut you do have: Mosadaqa
Egypt loses the apostille and gains something the older guides predate. Educational certificates bound for Saudi Arabia have historically needed attestation by the Saudi Cultural Attaché in the country of study, in person. Saudi Arabia now runs that step electronically through Mosadaqa, an e-service for verifying foreign higher-education certificates, supported by the Saudi Ministry of Education and Ministry of Foreign Affairs. Egypt was among the first countries the platform covered when it launched, and its coverage has expanded since.
Three things are worth knowing before you use it:
- It replaces a visit, not the whole chain.Mosadaqa handles the cultural-mission step online. The legalisation work in Egypt — and any step the Saudi mission still requires — sits around it, not inside it. Do not read “online” as “finished”.
- It is for higher-education awards.The service is described in terms of degree certificates — college and postgraduate diplomas, bachelor's, master's and doctoral awards. If your nursing qualification is a secondary nursing school diploma rather than a higher-education award, do not assume the platform is the right door; ask before you pay.

Ask what is actually required before you buy a chain
Your Egyptian award decides your Saudi rank, not your Saudi title
Egypt trains nurses through more than one route — a Faculty of Nursing bachelor's degree, a Technical Institute of Nursing award, and the older secondary nursing school diploma. If you have read our DHA-from-Egypt guide, you know those land on different rows of the UAE's Unified PQR title table, which sorts applicants into Registered Nurse and Assistant Nurse.
Do not carry that table into Saudi Arabia. The SCFHS does not approve a UAE title; it assigns a professional classification — a graded level based on your qualification and your verified experience — and that classification is what sets your registered rank, feeds into your contract and job title, and determines whether an assessment is attached to your file at all. Do not book an exam because a recruiter named one
Arabic helps your file. It does not answer your exam.
Egyptian nurses have a real advantage in the Gulf and it is worth being precise about where it applies. On documents, Arabic is frequently on the accepted side of the line — the DHA's licensing manual, for instance, asks for a certified legal translation only if the original is not in English or Arabic. On the ward, an Arabic-speaking nurse in Saudi Arabia can communicate with patients that colleagues from South and Southeast Asia cannot.
Neither of those is an English exemption. Gulf licensure assessments and the clinical documentation around them are commonly delivered in English, and employers set their own language requirements on top of whatever the regulator asks. Confirm two things separately rather than assuming one answers the other: the language of the assessment attached to your classification, and whether an English test is required for your file or your job offer. A nurse who trained in Arabic and has practised in Arabic for a decade should treat the English requirement as a live question, not a formality.
Who DataFlow actually writes to in Egypt
DataFlow does not read your folder of certificates. It contacts whoever issued each document, and Egypt splits that job across more bodies than most countries:
- Your Faculty of Nursing or Technical Institute — for the qualification and the academic record. The registrar has to be reachable and willing; an institute that has changed its administration since you graduated is a slow file.
- The Ministry of Health and Population — for your practice registration. Check it is current before you start, not after a rejection tells you it lapsed.
- The Egyptian Nursing Syndicate — the professional body, and the normal source of a Certificate of Good Standing for nurses going abroad. Membership generally has to be live and subscriptions paid up before the Syndicate will certify anything about your standing, so an expired card is the first thing to fix. Good Standing certificates also expire, so time the request rather than collecting it early and paying twice.
- Every past employer — government, university and private hospitals alike, for experience certificates. Verified experience is what moves you up the classification scale, which makes an unreachable former employer expensive rather than merely annoying.
Those four set your timeline, not you. And before any of it, reconcile your name: Arabic names come out of Egyptian offices transliterated differently across a career — Mohamed, Mohammed, Muhammad; Youssef, Yousef, Yusuf — and records vary in how many parts of the name they carry. The Egyptian exit side: your contract is a document too
Egypt does not simply wave nurses out. Recruitment of Egyptians for work abroad runs through offices licensed by the labour ministry, and Egyptian labour law requires those recruiting for overseas employment to give the public labour authorities details of the job and to submit the employment contract for approval. Your contract is not just a private agreement between you and a Saudi hospital.
You do not need to master the law to use it. Two questions do the work, and a legitimate office answers both in a sentence: what is your licence number with the ministry, and is my contract going to the ministry for approval before I travel? If you are a government employee, ask about release first
The medical, and the order to do all this in
Before the visa, Saudi Arabia requires a pre-departure medical at a GCC-approved centre booked through Wafid, the platform formerly known as GAMCA. - 1. Pick the destination before you spend anything. An SCFHS licence works in Saudi Arabia only, and the document chains differ. Compare the authorities first.
- 2. Fix your name across passport, degree, MOHP registration and Syndicate card.
- 3. Renew anything lapsed — Syndicate membership and MOHP registration — before it becomes a verification failure.
- 4. Open Mumaris+, apply for classification and start DataFlow early. Your institute, the ministry, the Syndicate and your old hospitals set the clock. See the SCFHS process guide.
- 5. Let classification tell you which assessment applies, and in which language. Then book.
- 6.Attest only what the SCFHS, your employer or the visa process has actually asked for — the Egyptian chain plus Mosadaqa for the degree, not an agent's full menu.
- 7.Check the recruitment office's licence and your contract's approval route, and settle your public-sector release if you have one, before you resign or book travel.
- 8. Do the Wafid medical when the employer opens the visa file.
The bottom line
An Egyptian nurse can do the whole Saudi licensing side from Egypt — Mumaris+, DataFlow, classification and whatever assessment follows — and then activate with a sponsoring employer. What makes this route different from the ones the internet describes is not the Saudi half; it is that the apostille shortcut Saudi Arabia opened in December 2022 is a two-sided rule and Egypt is not a party, so your certificates take the full legalisation chain while Mosadaqa handles the cultural-mission step online. Add the Egyptian exit gate — a licensed recruitment office, a contract submitted for approval, and a public-sector release if you have a government post — and you have the two or three things that actually decide whether your start date holds. Can an Egyptian nurse get a Saudi (SCFHS) nursing license from Egypt?
Yes. The SCFHS side — opening a Mumaris+ account, submitting your credentials for DataFlow Primary Source Verification, applying for professional classification and sitting whatever assessment your classification attaches — is generally done from Egypt, with final licensing tied to a sponsoring Saudi employer. The Egyptian side runs alongside it: your Ministry of Health and Population registration and Egyptian Nursing Syndicate membership have to be live for the documents to be issued and verified, and recruitment for overseas work runs through licensed offices. Can Egyptian documents be apostilled for Saudi Arabia?
No. The Apostille Convention operates only between two contracting states, and while it entered into force for Saudi Arabia on 7 December 2022, Egypt is not listed as a contracting party on the HCCH status table. That means no Egyptian authority can issue an apostille on your degree, practice permit or Syndicate certificate at all. Egyptian public documents for Saudi Arabia take the ordinary legalisation chain instead — the issuing body, the Egyptian Ministry of Foreign Affairs, then the Saudi mission in Egypt. Why does advice from Indian and Filipino nurses not work for Egyptians?
Because their side of the treaty is different. The Convention entered into force for India on 14 July 2005 and for the Philippines on 14 May 2019, so once Saudi Arabia joined in December 2022 both corridors became apostille-to-apostille and genuinely got shorter. Egypt is not a party, so nothing changed for Egyptian documents in 2022. The one place their advice does transfer is the UAE, which is not a party either — an Egyptian nurse's Dubai document habits carry over to Riyadh almost unchanged.
What is Mosadaqa and do Egyptian nurses need it?
Mosadaqa is a Saudi e-service, supported by the Ministry of Education and Ministry of Foreign Affairs, for verifying foreign educational certificates — it moves the Saudi Cultural Attaché step online instead of requiring an in-person visit to the cultural mission, and Egypt was among the first countries it covered. Two caveats: it handles the cultural-mission step rather than the whole legalisation chain, and it is framed around higher-education degree awards, so if your qualification is a secondary nursing school diploma, ask before paying. It is also not a substitute for DataFlow, which is a separate verification the SCFHS commissions.
Does a Faculty of Nursing BSc or a Technical Institute diploma matter more in Saudi Arabia?
Both matter, but not through the table Egyptian nurses learn for Dubai. The UAE's Unified PQR sorts you into Registered Nurse or Assistant Nurse by award. Saudi Arabia does not do that — the SCFHS assigns a professional classification based on your qualification together with your verified experience, and that classification sets your registered rank, your job title and whether an assessment is attached to your file. Two Egyptian nurses holding the same award can classify differently on experience alone, so let the SCFHS classify you before you conclude anything.
Do Egyptian nurses need an English test for Saudi Arabia?
Treat it as a live question rather than assuming either answer. Arabic is genuinely an advantage on the document side — the DHA's manual, for example, asks for a certified legal translation only if the original is not in English or Arabic — and on the ward in Saudi Arabia. Neither of those is an exemption from an English requirement. Gulf licensure assessments are commonly delivered in English and employers set their own language bars, so confirm the language of the assessment your classification attaches and any English requirement separately, before you book anything.
Which questions should an Egyptian nurse ask a recruitment office?
Two, and a legitimate office answers both in a sentence: what is your licence number with the labour ministry, and is my employment contract going to the labour authorities for approval before I travel? Egyptian labour law requires offices recruiting Egyptians for work abroad to be licensed and overseas employment contracts to be submitted for approval, so neither question is unusual. Separately, if you hold a public health-sector post, ask your own HR department what release, secondment or resignation process applies to your grade before you accept a start date — it is independent of the SCFHS and can be the longest item on your list.
