DOH Abu Dhabi (HAAD) Nursing License from the Philippines: TAMM, Pearson VUE and the MWO Nobody Mentions

Almost every Filipino nurse arrives at Abu Dhabi through Dubai — not physically, but informationally. The review centres, the Facebook groups and the agency brochures are all written for the DHA, and they teach you a route that is nearly right for Abu Dhabi and wrong in three specific places. Two of them are on the UAE side: the exam is not on Prometric, and the portal you apply through is not a health-authority account. The third is on the Philippine side, and nobody mentions it at all — the office of your own government that handles your contract also changes at the Abu Dhabi border.

This guide is the seam between a Filipino nurse and the Department of Health – Abu Dhabi (DOH), the authority that used to be called HAAD. It covers what genuinely changes when you point a Philippine application at Abu Dhabi instead of Dubai, and the larger part that does not change at all. Start with the half that does not change

The reassuring news first, because it is the expensive half and it is the part the review centres never get around to. The eligibility bar you are judged against in Abu Dhabi is not an Abu Dhabi document. The DOH's own Professional Qualification Requirements page carries the Unified Healthcare Professionals Qualification Requirements — one document, presented jointly by MOHAP, the DOH, the DHA and Sharjah's authority.

So the questions a Filipino nurse actually worries about — whether your BSN and PRC registration support the Registered Nurse title, what a gap in practice does to your file, whether an overseas licence or NCLEX changes your exam position — have the same answer in Abu Dhabi as in Dubai. Settle the title once, under the Unified PQR, and then choose the emirate. If you have already worked through the eligibility guide, you have done that work and it travels. Confirm the current version at doh.gov.ae/en/pqr, because the PQR is versioned and does get revised.

What changes on the UAE side: not Sheryan, not Prometric

The front door is TAMM, not a health-authority portal

In Dubai you create a Sheryan account, which is the DHA's own system. Abu Dhabi does not have an equivalent. Healthcare professional licensing is a service delivered through TAMM, the emirate's general government platform — the same place a resident renews a vehicle registration. The DOH's licensing FAQ tells applicants to register with an ID number or UAE PASS, the UAE's national digital identity, then choose the Department of Health services and apply for the professional licence.

Once the application exists it lives under a UIN, and you will find it in TAMM as a transaction whose reference begins HPREG or HPACT. That is the number to quote when anyone asks about your file — not an email thread, not a screenshot.

The exam is delivered by Pearson VUE

This is the one that costs money. Manila's Gulf market sells “DHA / HAAD / MOH Prometric” as a single product, and for Abu Dhabi the last word is wrong. Dubai's exam is delivered by Prometric; Abu Dhabi's is delivered by Pearson VUE. Different company, different scheduler, different test-centre network and different door policy. A Prometric centre cannot seat you for a DOH exam however confidently a brochure lists HAAD among its offerings.

The programme also still runs under the client code HAAD, which is not a mistake — the Health Authority – Abu Dhabi renamed itself to the Department of Health and the exam code did not follow. Seeing the old name on Pearson VUE is a sign you are on the right page.

The line nobody draws: your own government splits the UAE too

Here is the part that is genuinely specific to being Filipino and going to Abu Dhabi, and it is missing from every route map we have seen.

Filipino nurses know that the UAE has more than one health regulator. What they are not told is that the Philippines has more than one labour post in the UAE, and that the two systems are cut on the same line. The DMW's published Directory of Migrant Workers Offices assigns jurisdiction explicitly:

Read the first row again: MWO Abu Dhabi's territory is the emirate of Abu Dhabi, right out to Al Ain and the Western Region. It is the same boundary the DOH licenses inside. So when you move your target from Dubai to Abu Dhabi, the regulator and the Philippine labour post change together — which is exactly why advice from a friend who went to Dubai fails twice rather than once, and why it fails silently. Nothing in their story was wrong for them.

• Your contract is verified from Abu Dhabi. Employment contracts are checked against Philippine minimum standards by the MWO at the post covering the workplace. For a hospital in Abu Dhabi or Al Ain that is MWO Abu Dhabi, not the Dubai office your agency may be more used to dealing with.
• Your consular services are in Abu Dhabi too. The Philippine Embassy is in Abu Dhabi and the Consulate General is in Dubai. Once you are working in Al Ain, the Dubai consulate is not simply the closer branch of the same thing.
• Ask which post your job order sits with, in writing. An agency running mostly Dubai placements is not necessarily set up for an Abu Dhabi one, and this is a cheap question to ask before you sign anything.

Documents: the UAE is not an Apostille country

If you have been reading Saudi-route advice — and after December 2022 there is a lot of it — the document half does not transfer. The Apostille Convention removes consular legalisation only between states that are both parties to it. The Philippines has been a party since 14 May 2019. Saudi Arabia joined later, which is why Riyadh-bound Philippine paperwork is now designed to travel on a DFA apostille alone. The United Arab Emirates is not a contracting party at all.

So your documents take the longer road: authenticated on the Philippine side, then legalised by the UAE's diplomatic mission in the Philippines, then attested in the UAE by its Ministry of Foreign Affairs. The PRC record is what actually gets verified

Whatever Abu Dhabi asks for, the answer eventually comes from the Professional Regulation Commission. None of this is Abu-Dhabi-specific, which is the point — it is the work you can do today, before you have chosen an emirate or found an employer.

• Check your PIC expiry first. A lapsed Professional Identification Card is the most common self-inflicted delay on any Gulf application, and Good Standing cannot be issued against one. Renew through online.prc.gov.ph.
• Get your name consistent everywhere. A married name on the passport and a maiden name on the PRC record is an ordinary Philippine situation and a routine verification failure — and with UAE PASS in the chain there is now one more place the name has to match. • Order Good Standing when you are told to, not before. These certificates carry validity windows, and one that expires while your file is queued is money spent twice. What a Good Standing Certificate is explains the document.
• Your experience letters have to survive a phone call. Verification contacts the hospital that issued them. Letters from a facility that has since closed, merged or lost its HR records are the slow ones — the experience certificate guide covers what a usable letter contains.

The DMW gate an Abu Dhabi offer does not open

A DOH licence, a signed contract and a UAE work visa are permissions from the UAE. Whether the Philippine government will let you leave for that job is a separate question, owned by the Department of Migrant Workers, and holding a licence does not answer it.

Philippine law treats direct hiring of Filipino workers by foreign employers as banned by default, with recruitment expected to run through a DMW-licensed Philippine agency; published exemptions exist but come with conditions. Check any agency against the DMW's own licensed-agency register at dmw.gov.ph rather than against its own marketing, and read which fees are legitimately yours to pay before you hand over money. Contract verification then happens at the covering post — MWO Abu Dhabi, per the table above — and the Overseas Employment Certificate, which the DMW has been digitising into an OFW Pass, is the departure clearance that sits at the end, alongside OWWA membership and the pre-departure orientation seminar. Confirm the current procedure on dmw.gov.ph before booking travel.

A sane order to do it in

• 1. Renew your PIC and fix name mismatches. Cheap, entirely within your control, and it unblocks everything downstream.
• 2. Settle your title against the Unified PQR. Do this before choosing the emirate — the answer is the same in all of them, so it is wasted effort to redo it later.
• 3. Open UAE PASS with your passport, in your exact passport name, and reach the DOH licensing service through TAMM.
• 4. Submit, and let DOH tell you what verification it wants. Start DataFlow on their instruction, and only legalise the documents someone has actually named.
• 5. Wait for approval for exam, then pay in TAMM, then book with Pearson VUE. Not the other way round.
• 6. Confirm which MWO covers the job as soon as an employer is real — before contract verification, not during it.

The bottom line

Abu Dhabi is not a harder route from the Philippines than Dubai — it is the same route with three substitutions, and the danger is that all three are invisible if you are following someone else's Dubai story. TAMM instead of Sheryan. Pearson VUE instead of Prometric, with the seat released only after approval and payment. And MWO Abu Dhabi instead of MWO Dubai on your own government's side of the file.
