Getting Your DHA License from Bangladesh: A Guide for Bangladeshi Nurses

Bangladesh has spent the last decade deliberately building a nursing workforce for export, and the Gulf is the destination most of that planning points at. Almost all of the DHA licensing journey can be run from Bangladesh— the application is online, and verification happens between institutions. But a Bangladeshi nurse hits three things a generic "how to get a DHA licence" checklist never mentions: which row of the UAE's qualification table your award actually lands on, an exit gate your own government controls that no licence overrides, and a visa question you should settle before you spend a taka on verification. This guide is about those three.
Confirm the current requirements
Start here: which title are you actually applying for?
The UAE's Unified Professional Qualification Requirements (PQR) assign your licence title from the qualification you hold, not from what your home register calls you. The two entry titles sit on different rows:

Bangladesh's mainstream route into the profession is the three-year Diploma in Nursing Science and Midwifery taught at BNMC-recognised nursing institutes and colleges. Alongside it sit the four-year basic BSc in Nursing and the post-basic BSc in Nursing that diploma holders take after qualifying. All of these end with BNMC registration, and the Council issues the professional licence.
The BNMC register and the PQR table are not the same list
Three things soften that, and all three are worth knowing early:
- Don't guess — get it assessed. The DHA publishes a free Self Assessment Tool on Sheryan that checks your profile against the PQR and needs no documents and no fee. Run it before you commit money to anything else.
- The post-basic BSc is the obvious lever. If you hold the diploma and are already working, the post-basic BSc is the qualification that moves you from the diploma row to the degree row. Whether it is worth the time depends on the title you are aiming for — but decide it before you pay for verification, not after.
- Unusual credentials can be referred. Qualifications not listed in the PQR can be referred to the PQR Committee, which may review them and grant an appropriate title. That is a review, not a guarantee.

What the BNMC has to confirm, and who has to ask
Every Gulf authority verifies you through your home regulator, so the BNMC — the regulator for nursing and midwifery under the Ministry of Health and Family Welfare — sits in the middle of your application whether you deal with it directly or not. Two documents matter:
- Your registration / professional licence. This is what DataFlow asks the Council to confirm. The BNMC also publishes an online registered-nurse lookup, which is a useful way to check that your own record is present and correct — and correctly spelled — before anyone else queries it.
- A Good Professional Standing Certificate.The Council's own application form requires you to declare that you have never been convicted or debarred from practice for misconduct, and it is the document a foreign regulator treats as proof that you left your register in good order.
Government-service nurses apply through their controlling officer

Attestation: the chain runs through Dhaka
Educational documents issued in Bangladesh generally have to be authenticated at home before a UAE body will accept them. The chain runs in a fixed order, and skipping a link means starting over:
- The issuing Board or University first.A certificate issued by a Bangladeshi board or university needs that institution's own attestation before anything downstream will touch it.
- Then the Ministry of Foreign Affairs, Dhaka. The Consular Section of the MOFA attests the document — and the UAE Embassy will check that this has been done before accepting your application.
- Then the UAE Embassy in Dhaka. UAE attestation requests submitted in Bangladesh are handled digitally: attested first by the Embassy and then by the UAE Ministry of Foreign Affairs, which is designed to remove the need for a further attestation step once you are inside the UAE.

The exam: one authorised centre for the whole country
The DHA qualifying exam is a computer-based test delivered through Prometric, and Bangladesh has historically had a single authorised Prometric test centre — hosted by the American Alumni Association in Banani, Dhaka. That single fact drives two practical decisions:
- Book as early as your eligibility allows.One centre serving a country of Bangladesh's size means seat availability, not your readiness, can set your exam date. Once you have your eligibility ID, look at the calendar before you plan anything around it.
- Do not assume every exam is deliverable there. A Prometric centre existing in a city is not the same as that centre being authorised to deliver this particular exam for this particular sponsor. Check the exam locator on prometric.com for the DHA programme specifically, and budget for travel if the nearest available seat is outside Bangladesh.

The exit gate: BMET clearance is not optional
This is the step most Bangladeshi applicants discover last, and it has nothing to do with Dubai. Under Bangladesh's overseas-employment law, a citizen leaving for work abroad needs emigration clearance from the Bureau of Manpower, Employment and Training (BMET), evidenced by the BMET smart card. Airport immigration is where it is enforced: a valid employment visa in your passport does not, by itself, get you on the plane.
- It applies to professionals too.Bangladesh's migration classification treats nurses as professionals alongside doctors, engineers and teachers — a category that can change what pre-departure orientation you owe, but not the fact that clearance is required of departing workers. Confirm what applies to your category with BMET rather than assuming your profession exempts you.
- It is biometric and in-person. Registration involves fingerprint/biometric enrolment, normally at a district office, plus the documents tied to your job offer and recruiting agency. It is not something a third party completes for you overnight.
- Check which portal is current before you follow any tutorial. BMET ended its clearance-processing arrangement with the Ami Probashi app in 2025 and moved new applications to its own online clearance system. Three separate permissions, in this order
The visa question to settle before you spend anything
Be direct about this one, because it is where a Bangladeshi applicant can lose real money. UAE entry and work-visa policy toward Bangladeshi nationals has been restricted, partially eased and repeatedly disputed over the past decade, and the public reporting is contradictory: claims of new suspensions circulate widely, official statements deny blanket bans, and the two governments have signed labour-cooperation arrangements intended to normalise recruitment. We are not going to tell you the route is open, and we are not going to tell you it is closed.
What we will tell you is how to avoid paying to find out:
- Verify through primary sources, in writing.The UAE Embassy in Dhaka, BMET, and — if you have an offer — your prospective employer's PRO are the people who know what is actually being issued this month. Social-media posts and agency WhatsApp messages are not evidence in either direction.
- Sequence your spending. The Sheryan Self Assessment is free. DataFlow verification, attestation and the exam are not. If the employment-visa route for your category is genuinely uncertain right now, that is worth knowing before the non-refundable stages, not after.
- Your licence is portable in one useful sense. The same documents, verification discipline and exam preparation feed the other Gulf routes. A realistic timeline
- Title decision: immediate and free via the Sheryan Self Assessment — but if it pushes you toward a post-basic BSc, that is a multi-year fork, which is exactly why you run it first.
- BNMC good standing: start early, and earlier still if you are in government service and need your controlling officer to route it.
- Attestation: sequential by design — Board or University, then MOFA Dhaka, then the UAE Embassy. Each link has its own queue.
- DataFlow PSV: commonly several weeks, sometimes considerably longer, depending on how quickly your institute, the BNMC and your past employers respond.
- Exam booking: governed by seat availability at a single national centre once you hold your eligibility ID.
- BMET clearance: after the job offer, and before the flight. Do not leave it to the last week.
Treat all of these as indicative. One slow institution can extend the whole chain well past any typical range — see how long a DHA licence actually takes.
Practical points for Bangladeshi applicants
- Fix your name transliteration before you submit anything. Bengali names romanised by different offices at different times drift — Mohammad/Mohammed, Chowdhury/Choudhury, a father's name present on one certificate and absent on another. Your passport spelling is the spelling everything else has to match. Reconcile it, or prepare the affidavit that explains the difference, before DataFlow finds it for you.
- Check that your recruiting agency is licensed. Recruitment for overseas employment is a licensed activity in Bangladesh, and the agency's licence number is part of what BMET records.
